The Rules Committee considered SENATE CONCURRENT                               
RESOLUTION NO. 16 Urging the state executive branch                            
administration, University of Alaska administration, and Alaska Court          
System administration to negotiate collective bargaining agreements            
that result in a net zero cost increase.  Signing to calendar and do           
pass:  Senator Leman, Chair.  Signing to calendar:  Senators Taylor,           
Miller.  Signing no recommendation:  Senator Duncan.
